Caused by rBe3faef686d38: Fix/Refactor RNA ID preview getter creating preview data.

Short description of error
On a new blank grease pencil object, the top bar draw tool settings don't appear until material properties tab is clicked. Expected behaviour: top bar draw tool settings are always visible in draw mode.


Exact steps for others to reproduce the error

  • open new 2d project
  • delete default 'stroke' grease pencil object
  • add new 'blank' grease pencil object
  • select draw mode - top bar settings are missing
  • click material properties tab, top bar settings appear.

I can reproduce on 3.0 but not in 2.93.

@Campbell Barton (campbellbarton) do you know if something of the topbar & tools has changed because IIRC nothing has changed in this area in GPencil since 2.93?

Seem like we just ensure we have a valid preview here, fix incoming.

The same. It seems 2.93.2 works properly.
