Short description of error
When using Add object tool in object mode, the objects are snapped to the normal of the mesh under the cursor.
However, once you try doing the same in edit mode, object go right through, not aligning to anything in particular

Exact steps for others to reproduce the error
- Open new file
- Choose "Add object" tool and see the preview cursor - it aligns to the surface
- Pick an active object
- Go to edit mode
- Choose "Add object" tool
- Now the tool behaves differently and is not useful
