Short description of error
T9051Q continues to happen. Making a split makes preview show wrong time section of the footage. The anomalies go away when loading the blender file again (file provided anyway). It has 2 main modes of happening. The misplaced footage might start at the sigh of the previous cut and then after 1-2 seconds returns where it is supposed to be. Or it might flicker between delayed and correct in various ratios.

Exact steps for others to reproduce the error
Capture footage
Import clip
Shift+k to make a cut in the middle
observe that preview has jumped or playback to verify flicker

It only happened when editing. If you render the video it doesn't lag.

It looks like the first frame of the cut displays the previous cached ‘first’ frame of the strip. If you turn on cache visibility, does it show the glitched frames as already cached?

The highlighted parts seems to be "final images" and are the correct ones. The dull areas are where there is incorrect footage. The flicker also matches the punctuation of the cache indicator (maybe with a delay but atleast in pattern). Also playing it over and over will retain the same parts of cache indicator (ie it is constant under rewind and play) when I understood it should work towards it all being highlighted.

@Antti Salo (Shalkka) Sorry for late response, I have missed this report. If I recall correctly in T90510 I assumed the issue was that proxies were built, but not used, and due to incorrect default timecode setting this issue happened. I am not 100% sure, whether this is the case though.

Issues with timecodes was fixed by rBeab066cbf2da, and this should be rectified in future even further by not needing timecode files at all, but this is not implemented yet. In addition there were other fixes that may or may not apply for this case.

Can you check if this happens with latest alpha build from https://builder.blender.org/download/daily/? Please check if you can reproduce starting with blank VSE template as timecode settings are not changed for older files.

I tried to reproduce the issue with alpha build ac3f4db71945 Could not reproduce, seemed to work fine. Same video file being cut in 3.0.1 dc2d18018171 does reproduce so there is definite improvement/fix between the versions.
