Blender 3.0.0 Alpha is the same.

Short description of error
Accented characters are not inserted in text inputs.
Instead, they are added in a tooltip outside the Blender window, at the bottom left corner.
The only way to insert these characters is to type outside Blender, and copy/paste them back.
Affected characters, as far as I know: ~ ´ ` and any accented letter, as á à é ã ç
Any text input is affect, including 3d text in edit mode.
Blender is the only application to have this behavior.
Blender 3.0.0 Alpha is the same.

Hi, thanks for reporting the issue. I am not able to reproduce this on Windows.

I think this is similar to T70200: Text fields don't allow to enter language specific text like Umlauts "öäü" on X11

I think someone with Ubuntu should check this.
