Paste several strips in channel 32 will insert them on top of each other.

Exact steps for others to reproduce the error
Copy several layered strip.
Paste them into channel 32.

This is a known issue, but will confirm for now.

All operators that create strips do behave like this. It was discussed and probably resolved soon, but no concrete design exists yet

As I do not have anymore time or motivation for a continued investment in the Blender project, I'm giving up on this report for now.
