use_decorate = False will misalign checkbox.

As far as I can see, this is a parameter used to affect an entire layout context (layout, col, split).
It's weird to see that it's only affecting one property.
This may indicate that the property is part of a different layout context and the alignment is just a coincidence.

To solve this, I imagine that the use_property_decorate should become a property parameter and not a layout parameter.

But I fear this is beyond the scope of a bug fix, so I'll let the User Interface team decide what to do here.

As I do not have anymore time or motivation for a continued investment in the Blender project, I'm giving up on this report for now.
