Short description of error
axis is blurred while viewport closer to it

Exact steps for others to reproduce the error

  1. change the length unit to millimeters and the clip start to 1 mm
  2. add a 10 mm cube
  3. press the dot key on keypad
  4. rotate the viewport closer to an axis
  5. this axis becomes blur

This is a floating point precision issue. Computers have limited precision to work with when you want to do calculations quickly (such as in the case of graphics). And changing certain settings in some programs results in a loss in precision which can look like the rendering artifacts seen in your video.

The only way to fix this is to have the precision of rendering in Blender increased, however doing so results in a performance drop, and even then Blender will still have this issue, it's just the limits of when precision is lost is changed. Hence, precision is kept as it is now. Because it's good enough for most artists and it's fast.
