Short description of error
With some new preferences it is possible to switch all modal operator shortcuts that have an active tool equivalent to be used for the active tools.
But this is used so generally that the shortcuts to move/rotate/scale bones in Weight Paint mode are trying to use active tools that don't exist in that mode.
Unless active tools are planned to be added to this mode, it should keep using the modal operators if this keymap option is enabled.
Exact steps for others to reproduce the error
- In the preferences under keymap set the "Tool Keys" option to "Active Tool"
- Create an armature object and parent a mesh object to it by using "With Automatic Weights"
- Select the armature and the mesh object with the latter as the active object
- Go into pose mode and select the bone
- Try to transform the bone with G/R/S
