Applying vertex color smoothing does not work in Vertex Paint mode.

Exact steps for others to reproduce the error
Load the attached scene
Select the sphere
Change to Vertex Paint mode
Paint->Smooth Vertex color

Hi, thanks for the report. This tool requires some improvement as said in T70038: Vertex Paint ➔ Paint menu ➔ Smooth Vertex Colors could be improved

I think it's safe to merge this report in T70038
