Worked: (newest version of Blender that worked as expected)

Short description of error
When rotating, zooming or panning, with a drawing tablet, the navigation flickers a lot. This doesn't happen when using a mouse. I currently use a Huion Kamvas 22 plus. The same tablet works perfectly with Blender 2.93.6. This problem also happens with Blender 3.1 Alpha.

Exact steps for others to reproduce the error
Just navigate around with a drawing tablet (using shortcuts set to the pen buttons, like middle mouse button for orbiting).

@Nicholas Rishel (nicholas_rishel) Same thing happens with this build. :/ Maybe this could be a setting coming from a previous version I have, when I migrated the settings?

I just tried loading factory settings, but the same thing happens.
I will also try to download the new version of 3.0

The same problem happens with new release of Blender 3.0 :/ . I checked Huion driver and it is updated. And even when loading factory settings this flickering still happens when navigating with a drawing tablet (Huion Kamvas 22 plus in my case).

@Nicholas Rishel (nicholas_rishel) I just found the sollution! There actually was a driver update on Huion's website. It did not show on their app, that's why I haven't seen it before.
I am really sorry for taking your time! This task can be closed.
