Short description of error
Problems with the German special letters (in German: "Umlaute" "ÖÄÜ") in Foldername

Exact steps for others to reproduce the error

If I change the folder name for the cache of a Smokedomain to ""X:\Backing Mantaflow\Doppelte Auflösung\"", the folder "Config" and "Data" will be created but "Data" will not be written.
If I change the German "Umlaut"Character "ö" to "oe" like this "X:\Backing Mantaflow\Doppelte Aufloesung\" it works fine.

I cant reproduce this in 2.93 LTS or any fresh builds from https://builder.blender.org/download/daily/
And as noted, this should be fixed already by rB39ae4804a80f: Fix T72789: Mantaflow cache doesn't work with non-latin cache directory.
@Bernd (Dummy4711) : could you check these builds (or LTS)?
