Not able to add addons without Blender crashing

System Information
Operating system: Windows 10
Graphics card: XFX THICC II Radeon RX 5600 XT

Blender Version
Broken: 2.93.6

Short description of error

When I open blender I'm able to click around but, once I go to the addon tab and click install Blender crashes. I could repo in version 3.0 as well.

Step 1: Intall Blender
Step 2: Select New File "General"
Step 3: Go to Edit -> Preferences -> Add-ons
Step 4: Click on Install..
Result: Blender crashes
Expectation: I should be able to install my add-ons

I downgrade my graphics card to AMD 21.1.1 I ended up with the same issue, just different logs

I updated to Blender 3.0 and update my graphics card to 21.12.1. I opened blender -> edit -> preferences -> system -> cycles render devices. I selected HIP and check both boxes for my AMD CPU and GPU. I was able to upload my add-ons without crashing.
