Short description of error
There is a steady decline of the VSE performance when editing a video, and can only be resolved by closing and reopening blender

Exact steps for others to reproduce the error
While editing videos in the VSE,
doing just a basic cut, muting and deleting of video strips,
after a while, there is a noticeable drop in performance,
the playback become laggy (even with a scene using 50% proxy)
and editing (moving of strips also start to lag).

The only solution has been to save the scene, close and reopen blender, and the playback goes back to 30 fps, but within a few minutes, I notice the Lag again.

This could be bug in GPU driver same as T86778, but I have noticed messages "failed to draw waveforms" which I have never seen before.

To check, please download latest alpha build from https://builder.blender.org/download/daily/ click on File > Defaults > Load Factory Settings, Open your file and check if performance gets worse.
If it does, repeatsteps above but disable waveforms as soon as you can and check performance again.

If it still happens, Open Preferences > Interface and enable Developer Extras, then repeat steps above, and as soon as you can, in VSE timeline open cache tab, and uncheck everything. Then play video for 30s or something like that and check memory usage. It should remain about the same +/- 200MB. If it increase more than 1GB, this would probably mean, that it's same issue as with T86778

Thanks, I'll Try the suggestions out, and yes, its a similar thing with this task https://developer.blender.org/T86778, but I first noticed it in the VSE.
