Blender have certain requirements and process for submitting add-ons to be bundled together, see:
https://wiki.blender.org/wiki/Process/Addons
In particular:

Add-ons in a release are fully functional and useful additions to Blender, not requiring or advertising extensions or options available outside of blender.org.

So your add-on would not be accepted as at the core it's about advertising add-ons outside of blender.org. You're still free to develop and share it elsewhere (or leave it for yourself).

Additionaly bugtracker isn't really a place to have such discussions. We have design tasks for add-ons that are currently bundled with Blender but for other add-ons you need to find other channels to gather feedback.

Hi,
the add-on wiki page says "We want to implement fair and uniform rules for all add-ons included in Blender releases."

There is nothing wrong in advertising add-ons, no matter if they are free or not. It comes down to, "not requiring or advertising extensions or options available outside of blender.org".

You are welcome to provide such an add-on and make it available for people to download on your own, but we cannot bundle it with a Blender release for the aforementioned reasons.

We won't bundle it, as we don't include add-ons that "advertis[e] extensions or options available outside of blender.org".
