Rendering Errors with Motion Blur in Blender 3.1

Operating system: Win 10 21H2
Graphics card: GTX 1070 - Studiodriver V. 472.39

Blender Version
Broken: Blender 3.1.0 - Alpha December 31, 02:07:49 - bf4358ed0c54

In this example I have extreme motion blur settings for a particle animation.
However, it also happens in other scenes with normal motion blur settings that individual images are rendered without motion blur or shattered.

Glitch in first video happens probably because all caches must be baked before rendering. Issues at start and end happen, because particles do not exist before start frame and after end frame. Here I had to move whole simulation to frame 100-189, then bake from 0 - 320 (huge excess, but wanted to be safe), after that I had to set start and end frame and finally render.

I think that negative frames not being supported is already reported, but not sure about problems about baking beyond start/end frames.

Does this help? Can I change this report to above issues, or did I misunderstood this report?
