Short description of error
Pack Resources doesn't pack everything in one go

Exact steps for others to reproduce the error
Sometimes when having too many image textures, packing resources doesn't pack everything, I have to repeat the action to pack the missed files, this issue has been throughout 2.8 till this one
[Based on the default startup or an attached .blend file (as simple as possible)]

Can you provide a minimal file as well as a series of instructions to reproduce this issue?

It doesn't happen regularly, it happen for example when there are 35+ image textures, for example if the blend file has 60 textures when i click pack, it says 55 packed, so i have to click pack again, and it says 5 packed, i don't have a specific file Unfortunately as it some times it packs everything in one go, i can't reproduce it easily

I can't reproduce the issue even with a higher number of textures in the file. We require a file and exact steps to reproduce a bug.
So please try to make a file that reliably reproduce the issue.

If i encountered this issue again I'll send the exact file, maybe you could close this at the moment, and I'll submit any updates in future, thank you so much for you time 🙂
