When I shift + A new object like cube or sphere ,it couldn't scale

Do you mean this was working before on same version?
Check if you can still reproduce with factory settings: File → Defaults → Load Factory Settings

If I interpreted that correctly, you are unable to scale the object in particular file, right?
Can you upload that file here? I suspect Location is checked in Transform affect only popover (just a guess)

Thank you for the file. In sidebar, disable Location option from Transform - → Affect only
