Worked: (newest version of Blender that worked as expected)

Short description of error
[Steps Slider of Particle system is not working]

Exact steps for others to reproduce the error
Add particle hair system go to edit particle tab and try using Steps slider

Think this is working as intended.
What the Steps slider is doing is determine a distance to the last mouse position.
Whenever this distance is reached, a new set of hairs will be created inbetween current and last mouse position.
The amount of hairs on that "line" is determined by the brush radius.

One thing we probably can do is improve tooltip. Brush steps doesn't sound very clear description, I think.

Amount of Particles still not changing tho!?
