Cycles totally fails to leverage CUDA / Hardware in RTX cards

Graphics card: ASUS RTX 2070 ROG Strix
nVidia driver: Studio 511.65

Short description of error

Cycles fails to enable the Device option, GPU Compute never loads up the card, card utilization stays flat before, during, and after render. I see zero difference between this behavior and CPU Only.

Why is Cycles throughly unable to make use of RTX cards? In the Setup preferences, the RTX2070 is the only thing selected for CUDA & Optix, yet the hardware is not active during render.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

Render with an RTX 2070. Device is DISABLED and NEVER utilizes the iRay features in the card. DAZ Studio maxes it out, so you're not doing something they clearly are to use the card properly.

Just a quick note: Windows Task Manager doesn't show CUDA utilization by default (which is what Cycles uses). To have that show up, click on the "3D" above the graph and choose "Cuda" in the drop down that pops up. It will then show correct utilization.

Do you mean, that you don't see GPU utilization in task manager? Can you provide sample file where this issue can be seen? I have 3060 and I can clearly see difference between CPU and GPU rendering not only in task manager, but also when looking at render times.
