Broken: version: 2.93LTS

Short description of error
File created in 3.1 and open in 2.93 LTS has an issue with displaying both top bars (known issue). When sending one of the bers to to bottom (Flip to bottom function from the context menu) than side tool bar (select, move, scale ...) is not displayed. Only the tiny arrow that allows to open side panel changes places (see the screenshots)

Exact steps for others to reproduce the error

  1. open 3.1 blender.
  2. Save the file
  3. open the file in 2.93 LTS (top bars overlaping, side toolbar displayed properly)

  1. rightclick on the top bar to open context menu and select "flip to bottom"
  2. the side toolbar is not displayed any more. There is indidcation of opening the side toolbar by moving a small arrow that is used to open the sidebar with klicking on it.
