System Information
Operating system: Windows 10.0.19044
Graphics card: Radeon 6900 XT
Processor: 12th Gen Intel(R) Core(TM) i9-12900K

Blender Version
3.0.0 and 3.1.0

Short description of error
Whenever i try to save/export or change preferences, blender crashes. Every time blender opens external window- but in some windows i need to fiddle some options/buttons to crash it.

Exact steps for others to reproduce the error
Based on the default startup. (crash doesnt works every time the same)
-go edit>preferences
-blender freezes and crashes
or
-go edit>preferences
-click back on main window (scene for example)
-blender freezes and crashes
or
-go export>fbx
-click some options, try to change save dir path or just try to export and it crashes.

Things i tried to fix it
-updated drivers
-reinstall
-running as admin
-changing folders permissions
-system file checker
-running on buildin gpu (power save mode)(blender wont even start)

The "blender.crash.txt" file is showing an access violation in MSCTF.dll, which is for advanced text input and text processing. And the stack trace is showing that it died while processing things to do with Input Method Editors, with ImmSetActiveContext and CtfImeAssociateFocus. These are all helpers for entering text for languages that don't use the Latin alphabet. What language do you use, what IME is set, etc?

But your "blender_debug_output.txt" is showing "CUEW initialization failed: Error opening the library" which I think is a failure to load CUDA devices? It is also showing lots of errors and warnings that your video driver does not support OpenGl extension "GL_ARB_conservative_depth", which is normally an issue with your video driver.

"CUEW initialization failed: Error opening the library" will happen on non Nvidia GPUs, so this is not critical
Also these shader warnings I get a bunch too so also likely not critical.

That said, updating GPU drivers probably won't hurt, so I would try that as well.

Will set to need info from user for remaining questions above though.

"CUEW initialization failed: Error opening the library" - Yes, exacly. Cuda is for nvidia, i have Radeon with latest drivers. - or at least radeon software is telling me that. Any other drivers i updated manually to the latest not so long ago.

I use "Polish" language. This is my new pc and i never had any problems like that before. I just changed the language and regional format to the english(us) and its still not working.

Note: versions of blender < 3.0 are only flickering on my screen, and not loading properly some parts of gui. (This rarely happens with 3.0 and 3.1 like on 1/100 of program start)

Do you have this issue of screen flickering and crash in other software? or Blender only?
Not very familiar with crash in MSCTF.dll (seems Harley know about this)

Most of the time, issues like these are related to GPU drivers. Can you try the solution mentioned at T95412#1300411

No, only blender flickers and crashes. Rest of the programs and games work perfectly (unity, unreal, photoshop, etc.). Although i had to turn on back compability in BIOS for the apex legends game, but i dont think it affects blender.

Later on i will try to reinstall GPU drivers and i will come back with the results.

Uninstalling gpu drivers in device manager fixes the problem... (without updating them)
