Since I upgraded to Kubuntu 8.10 Blender crashes as soon as I hit the tab key, this fault is only in hardy heron 64bit the 32bit version of the OS is fine, this bug works for the 'Rinky' release as well as the latest version I built from the SVN repos, 2.45.16.

This bug does not happen for me on Ubuntu 8.04 64bit, with NVidia drivers (I assume 8.10 is a typo since 8.04 was just released?).
There is likely some issue related to the graphics card or drivers. Please test if the static build which has software opengl also crashes, to verify if it is a graphics driver problem:

Also, do the 32bit and 64bit version have the same graphics card drivers?

matt we aren't getting crashes here, can you provide more information? doing a debug build and providing a backtrace would be the easiest way to figure out what is going on...
Moving to openGL errors, to find out more about this problem try these from the command line...
strace blender
- attach the output here
gdb blender # ("r", enter)
When it crashes type "bt" then press enter.
- Attach output here.
Without more information, the report cannot be further examined.
