I tested on Blender versions 2.93, 3.0, 3.1.0
I changed Rotate View to button W and Pan View to button R.

It would help us to look your problem:
After you edit shortcut keys and you get that "bug" in action. Go to settings, Keymap and upper right corner you see "Export..." button.
You can save Key configuration file (*.py).
Zip and upload that file in here.
