As soon as you load that file you should see the effect.
It was created in the same way that I posted originally.

@Antonio Vazquez (antoniov) I had missed the one needed in the Object properties but got the other ones.
Thank you, all works with both Object and Layer lighting enabled.

Confirmed. Light works with Suzanne (but not all the time) and doesn't with my own grease pencil objects.
