Why is this marked as "resolved"? It's still here as of 2.93.1.
Fun fact: You can even import the issue with the settings import from your last version.

Same over here.
Blender console window shows up on my primary monitor then Blender itself opens on my secondary monitor.
Tried what you tried and then some.
