Ok, so the problems are in addons: trying to enable latests versions of HardOps or GoB for exmaple imidiatly crashes blender
Yeah, worked for me, now will try to move addons to the fresh blender

@Dalai Felinto (dfelinto) yes, ea5a2efb5707 was the first build that starts showing white screen: here's a log for this build
@Dalai Felinto (dfelinto) I have up to date Geforce drivers (tested with Studio and GameReady drivers) getting the same result: blender-2.83-10f0e003a95a -windows64 working fine, if I don't run newer build before in my windows session.
Runnig with factry defaults won't help.
Sometimes this bug with white screen desappers when I run blender-2.83-10f0e003a95a -windows64 before opening newer build (but only sometimes).
Also I tried to delete my userprefs.blend file and tried to run newest build blender-2.83-1239cab11ff9-windows64 - didn't help. So I ran with recording logs. Here are my logs, when I'm getting white screen
