Looking at this further, it seems to also affect point and spot lights too.
Sunlight is not affected.

Please ignore the difference in the material preview box, it is caused by different texture blending settings between the two shots, and is unrelated to the bug.

Thanks for confirming and sorry about not attaching a .blend. I thought since it could be easily reproduced with modifiers on the default cube that wasn't necessary.

I have experienced similar behaviour since a couple of days on one particular file, and it seems to go back to at least rB8478c71a7b8f. (will try further back over the weekend).

This now breaks display of 'dupliframes' with 'render-only', since there the "dupliframes" is enabled on the child object (the one you actually want to be displayed).
