giulio (gc96) added a comment to T68801: Extruding a single vertex won't extrude it.

Was encountering this issue in 3.2.1. Simply checking the "Select Mode" as "Vertex" resolves it. IMHO easily over-looked. Auto-magically setting select mode to "Vertex" would alleviate this UX issue.
