@D. A. (DNCLCFW) I'm using blender 2.8, downloaded just the other day from the official download page (not built from source). I've attached my system-info.txt, hope that helps. Also, this issue is not present in blender 2.79.

I'm also experiencing this issue and affects selecting faces and edges too. However, I noticed it only occurs when "x-ray" mode is disabled - try turning on Xray as a workaround.
