It seems to me in our recent tests that applying the transform to the grease pencil object and resetting it to a neutral transform fixed the problem.

I don't want to parent the grease pencil object, but the single layer, as I may want to parent different layers to different bones. Having a separate grease pencil object for each bone would be too heavy for my workflow which is based on this feature that used to work in 2.79.

Maybe it would be best to have a gpencil.lasso_eraser operator and let people customise it the way they like?

It seems selection disappears when going into draw mode, but that's another decision that doesn't make sense. It's unintuitive to have a tool not behave the same in all modes even if some people decide otherwise. Consistency is at the forefront of the new 2.8 design.
