Reggie Andrade (usuallyreggie) added a comment to T69760: Undo/Adjust Last Operation: vertex and weightpaint operators/strokes undo more then they should (change back any setting changed prior to execution).
Update: It seems that this issue is being caused by having the option in Preferences > Input > Emulate 3 Button Mouse. Turning this off instantly solved the issue for me.
