I'm not sure if this helps, but whenever I change the Keymap/Spacebar Action to "Search", all shortcuts in the Tooltips are gone in all modes object/edit/sculpt. Additionally, "Shift Spacebar" to open the tools pop-up doesn't work anymore. As soon as I change it back, everything is fine again.
I just started using Blender, nonetheless I think this is a bug and not the intended behaviour, when switching the Spacebar Action to "Search".
