**Short description of error**
Export fbx binary with 2.74 and import it to UE 4, will make root bone as top hierarchy armature
Export fbx binary with 2.76 and import it to UE 4, will make another bone as top hierarchy. It will add another in top of the root bone in hierarchy armature. Will be problematic if we want to use root motion feature.
**Exact steps for others to reproduce the error**
Export the attachment .blend from blender 2.74 and 2.76 with 7.4 binary setting
Will result different when imported from UE4.
