**Short description of error**
Offet after "Hook to selected Object" on Emty that is Parentend to Vertices.

Based on the default startup or an attached .blend file (as simple as possible).

In the attached Blendfile there are two cubes and one Empty.
If you first select the Empty and the big cube Cube, go into Edit-Mode and select 3 Vertices, then Press CTRL+P and parent the Empty to Vertex, then select
the Empty and the smal Cube and go into Edit-Mode select all Vertices and press CTRL-H and select Hook to selected Object the smal Cube will be transformed
with an offset when you switch out of Edit-Mode.
If you first Hook the Vertices of the smal Cube to the Empty and then Vertex-Parent the Emty to the big Cube everything works fine.
I have several Blend files that use both, vertex-parenting and hooks on the same objects (created with V 2.79). If I load them up on 2.80 the offset problem occures.
