**System Information**
Operating system: Windows-10-10.0.18363-SP0 64 Bits
Graphics card: NVIDIA GeForce GTX TITAN X/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 496.13
**Blender Version**
Broken: version: 3.0.0 Release Candidate, branch: master, commit date: 2021-11-25 17:24, hash: `rB2fb8c6805a98`
Worked: (newest version of Blender that worked as expected)
**Short description of error**
If you switch to ortographic camera (point 1), and try to zoom in with the camera viewport active, the camera behaves as "view lock>camera to view" unchecked.
The correct behavior is that you can get near the object without changing the camera "unlock view > camera view" (point 3). Even though it's checked, it's not working as intended (check point 2 in the picture)
**Exact steps for others to reproduce the error**
Create a suzzane.
Switch from perspective camera to orthographic view. Set the view active in the viewport. Check "camera to view".
Use the mouse controls to get near suzzane (dolly in), the viewport behaves as "camera to view" unchecked, all though it is checked (point 2 in the picture).
I'm attaching the file.
