The Annotation options are both exposed as a Tool panel and as a View panel. Could the one in the View sidebar be removed?

In Sequencer/Preview mode the mouse cursor changes into the pen in the area where you can't draw(the strip area), and if you try to draw in that area, a point will light up in the preview area:
