That's why I used Process Monitor to look for the culprit. Blender tried to write to the path C:Windows\CSC\v2.0.6\namespace. This is an offline cache directory that points to one of my computers on the network. This computer was not reachable. Therefore it came to a timeout only after approx. 25sec. After restarting the computer the delay of blender was fixed. Maybe it would be useful if blender would inform the user if a directory or a computer is not found.
