**Short description of error**
If you have a scene (Scene A) that references another scene (Scene B) via a 'Scene' strip in the VSE and then delete the scene with the VSE strip (Scene A), the scene that was referenced by the scene strip (Scene B) will have zero users (the scene name in the main window header will now be red and if you click the scene icon next to it (as if to change scenes) you will see a zero next to the scene).
**//Note: //**This only happens if deleting the scene with the scene strip (Scene A) results in the second scene (Scene B) becoming the active scene (because there are no other scenes). If there is a third scene which would become the active scene upon deletion, the zero user issue doesn't happen.
**Exact steps for others to reproduce the error**
To recreate the issue from the default start file:
1. Add a new scene so there are now two scenes in the file.
2. Change to the 'Video Sequencer' editor.
3. Add a 'Scene' strip referencing the other scene.
4. Delete the current scene.
Or, using {F13035551}
1. Delete the active scene.
