**Short description of error**
In sculpt mode, Scale tool with pivot center set to cursor does not work as expected. The area close around the scaling center seems to go away from the gizmo.

Select scale tool in sculpt toolbar and switch the transform pivot to cursor.
Now place the cursor anywhere on a surface (preferably uneven, with hills and valeys) and scale one one axis.
The surface close to the pivot point should be the least affected but it translates along the axis of scale.
