**Short description of error**
It seems multiple builds (even most recent) of 2.81 seem to drastically reduce the GPU utilization during GPU render. I've tested this on two computers with different hardware and both give the same results: utilization remains tiny even if the render is dedicated to one GPU tile and the utilization remains well below 20%. Looking at Windows task manager it seems a thread from the CPU is utilized instead.
