**Short description of error**
Trying to create a portable install but it fails to recognize my config folder.
# Remove current Blender install.
# Download and install daily beta build. (Today's)
# Create config folder at blender.app/Contents/MacOS/2.80/config
# I removed the userprefs.blend from the system blender install at Users ▸ iMacRiverSong (Me) ▸ Library ▸ Application Support ▸ Blender ▸ 2.80 ▸ config as an extra step, hoping Blender won't try to read it.
# Launch Blender
The user created config folder remains empty - no userprefs.blend is generated. The user prefs in application support was recreated. I tried launching a second time, same result. We need the ability to have a portable install to perform clean testing and run multiple versions.

Based on the default startup or an attached .blend file (as simple as possible).
