Fullscreen mode produces OpenGL Glitches. For example, when opening the Blender User Preferences in Fullscreen mode in a new file, it looks like this:

The error can be worked around by closing the window and opening it a second time. But it shouldn't happen.
It gets worse if you go to Fullscreen Mode (ALT+F11) and save it as the default file (CTRL+U). If you now go out of Fullscreen Mode, close and reopen Blender it opens up two instances of Blender, one with the correct display in fullscreen and one full of garbage:

Note, that there is a second instance of blender running directly behind the windows with the OpenGL glitch.
It does only happen if you are either in Fullscreen Mode or have saved "Fullscreen" as default.
**Exact steps for others to reproduce the error**
Either: ALT+F11, then CTRL+ALT+U in a new file
Or: ALT+F11, then CTRL+U, close and reopen Blender.
It happens randomly, it does not always reproduce the error. Just sometimes.
