**Issue Description: **
Tools in other editors, such as the UV/Image Editor, must be tweaked in the 3d View redo-panel.
This makes no sense, and is problematic if there is no 3D View on the screen
**Proposed Solution:**
Add floating redo-panel to the UV/Image Editor
