**Short description of error**
With a new active modifier(blue border around modifier) when my mouse position be above another modifier and I press ctrl+A apply not this modifier under my mouse its be last active modifier.
when my modifier stack collapses a cant active another midifier.
if my object has 3 modifiers (mirror bevel and subsurf)
when I try to apply mirror if it's not active it's not apply
