I tried about three recent versions of blender,
none of them ever worked out.

**Short description of error**
As you see I don't see the header menu bar.
There should be button like: File, Add, etc...
But I don't...
What is the problem?
I saw an error that says: cannot find C:\tmp\quit.blender
I had no problem with installing blender, everything went smoothly.
