**Big Picture**
The Equalize Handles operator allows users to make selected handle lengths uniform: either respecting their original angle from the key control point or by flattening their angle (removing the overshoot sometimes produced by certain handle types).
**Use cases**
* Animator working in Graph Editor wanting to get matching ease with multiple keyframes.
**Design**
Animators can run the Equalize operator from the Graph Editor Key menu, proposed Selected Keyframes panel, or F3 search/
After running the Equalize Handles Operator, users can use the Redo Panel to:
* Flatten their handles
* Choose to equalize both handles or just the left/right
* Adjust the uniform amount

The existing command name for Snap > Flatten Handles should be renamed.
* Flatten Handles (Keep Length)
* Flatten Handles (Equal)
* Equalize Handles
I also recommend that these be moved to a new menu group called 'Handles' as 'Snap' does not connect to 'Flatten', 'Equalize', or 'Handles' in my mind when looking for these commands.
