**Short description of error**
Looking for the Blender version number usually is placed in the Help section of the menu top bar. Help > SplashScreen.
**Exact steps for others to reproduce the error**
* A Novice user using blender since version 2.1
* In a Blender 2.82 already open
* Search for the version number
* Open Help in the menu top bar
* Notice that the standard "about Blender" or "SplashScreen is missing"
expected: The user opens Help on the menu top bar and is expecting the standard "about Blender" to open the SplashScreen
actual: The user must think and look around searching where the "about Blender" was placed SplashScreen. If it did not find it must open a new Blender.
I suggest adding the SplashScreen option into the Help top menu.
