**Short description of error**
When editing modal hotkeys, the keymap editor loses focus of the item that is currently edited, in other words, it jumps around.
The reason for this is that if one modal hotkey section is expanded, the others are expanded too. Meaning, if I add/ remove items, it does so in these expanded sections too, causing the view to jump around.
Furthermore, Blender collapses the section after subsequent edits, this causes all of the modal sections for a certain tool to collapse, again causing the view to jump.
**Exact steps for others to reproduce the error**
1. Go to the keymap editor
2. Go to 3dview > Mesh > 3D View Tool: Move

3. Expand the Transform Modal map section
4. Edit the X/ Y/ Z plane to be Alt + X/ Y /Z instead of shift + X/ Y/ Z
5. Notice the editor changes location as soon as you either:
A) Check the Alt key
B) Uncheck the Shift key
C) Change the input method to mouse
D) Restore the item after an edit using the "←" button
E) Remove an item with the "X" button

**Expectation**
I would expect the view not to change when I edit keymap items in the modal section.
